CLEAN offers a number of programs and services to assist families and youth to make the best choices in life. They service the City of Winchester and the counties of Frederick, Clarke and Shenandoah. The purpose of this group is to assist in the development and implementation of community-wide programs directed at reducing the demand for and availability of alcohol, tobacco and other drugs, and other adolescent problem behaviors of violence, delinquency, teen pregnancy, school dropout, and supporting healthy activities.

A weekend feeding program that provides bags to students who are identified by their school's administration as being at risk for not having access to healthy meals throughout the weekend. Parents/guardians who feel their family may qualify for this program should contact their school's office to inquire about enrolling their child(ren).

Northwestern Community Services offers an array of outpatient, case management, day support, residential and emergency programs that are designed to enhance the quality of life for both children and adults affected by emotional/behavioral disorders, mental illness, substance use, and intellectual disabilities and developmental disabilities (ID/DD).

Northwestern specializes in rehabilitative and family support services for individuals with such long-term challenges as schizophrenia, bipolar disorder, major depression, addiction, and those with significant impairments from ID/DD.

NWCS also provides 24-hour emergency evaluation, short-term treatment and hospital referral to individuals having mental health, emotional, substance use, or behavioral crises that pose a safety risk to themselves or others. After regular office hours when centers are closed, access to our professional emergency staff is available through Concern Hotline.

Shenandoah Community Health Clinic

The dental clinic provides comprehensive oral health for children with Virginia Medicaid/FAMIS and they can residents of anywhere in Virginia. The medical clinic focuses primarily on residents of Shenandoah County, providing primary health care and mental health services.

Shenandoah County 4-H Program

A community of young people across America who are learning leadership, citizenship and life skills. Offers youth, ages 5-19, opportunities to participate in clubs, educational contests, day and resident camps, workshops, livestock shows, international programs and more. 4-H is free to join and there are no dues or uniforms required. Clubs meet in the evening or on weekends in communities around the county, so transportation is needed. Parents/guardians can also get involved as volunteers.

Shenandoah County Department of Social Services

They provide a variety of public assistance and social service programs to residents of Shenandoah County.

The public assistance programs allow needy families and individuals to live their lives with dignity and self-respect by providing resources to meet basic needs of food, clothing, shelter and medical assistance when such persons are not supported by their own means, by their relatives and friends, or by other public or private institutions.

Service Programs do not require financial eligibility with the exception of Day Care services. The services they provide are mostly protective in nature and include child protective services, adult protective services, and foster care. They also provide adoption studies and court mandated studies concerning the placement of children.

Shenandoah County Health Department

Services include: childhood/adolescent/adult immunizations, tuberculosis screening, pregnancy testing, HIV testing, blood pressure evaluation, and sexually transmitted infection testing. In addition, well child physicals and school physicals are available. Also, information on communicable diseases, investigations of suspected disease outbreaks, and preventative treatment for certain diseases are offered at the health department.

Strength in Peers believes community members can help one another access services and advocate for changes that better meet their needs. Our organization’s mission is to close gaps in services using community engagement and peer-to-peer approaches.

Our organization serves populations at-risk of having unmet mental health needs, including homeless populations, low-income households, and ex-offenders. Strength In Peers’ focus is on Harrisonburg/Rockingham, Shenandoah, and Page Counties in northwestern Virginia. Barriers to mental health and social services include provider shortages, lack of knowledge about available services, affordability, transportation, and the stigma of seeking services.
